winter “storm” names

      Just for clarification – a snowfall is NOT necessarily a storm.  A winter storm logically has appreciable wind and some element of wintry precipitation.  Naming extratropical low pressure – eg “winter storm Jonas” MUST take into account wind as storm indubitably refers to wind.
